Unfortunately the new regulations for importing puppies do not only apply to the Netherlands (see their report from December 2014) but to the whole of the European Union.

Since December 29, 2014 all puppies must have a documented vaccination against rabies. At the time of the vaccination they must be at least 12 weeks old. 21 days after the vaccination the protection is guaranteed and only then, after the 15th week, puppies are allowed to be imported to another country.

The EU countries have the possibility to make exceptions to this rule. For Germany there are no exceptions granted at this moment.
